Review of Papua New Guinea Country Strategy for the Asian Development Bank
The Independent Evaluation Department (IED) of the Asian Development Bank (ADB) is conducting a country assistance program evaluation (CAPE) to assess ADB's country strategies and assistance programs in Papua New Guinea (PNG). Ross McLeod has been contracted to provide a sector assessment of ADB's health program, strategy, and performance in PNG. The consultancy includes analysis of health outcomes against the objectives and targets indicated in the results framework in ADB’s country strategies. Operations are assessed against the criteria of strategic positioning, program relevance, efficiency, effectiveness and sustainability. Similarly to the overall objectives of the CAPE, the health sector assessment has the aim of identifying lessons from projects and policy initiatives for future assistance.
