Governments are requiring that pharmaceutical economic assessments be undertaken prior to product listing under pharmaceutical subsidy schemes. In response to this requirement, eSYS has developed Medec, a medical economics evaluation package that researchers and administrators with limited economic training can use to conduct economic evaluations. The system was developed to undertake cost analysis, cost effectiveness and cost benefit analysis. Each of these procedures is conducted using dialog boxes and menus that are driven from a graphical user interface.

Graphical User Interface
 A Graphical User Interface guides users through the evaluation package. Each component of the evaluation process is illustrated on the interface and the user can systemically step through the evaluation process.

Help System

 A Help System is contained with the application to provide the user with a functional and operational backup. The Help System is context sensitive and can be called whenever a problem is encountered throughout the evaluation process.

Evaluation Wizards

 To simplify the evaluation process, a number of evaluation wizards are contained in the Medec evaluation package. The user answers a number of questions using drop menus and Medec will do the rest in defining a number of complex economic parameters.

Charts

 Results are provided in tabular and graphical formats. Using charts the evaluation results can be demonstrated in a way that assist interpretation.

On-line Support

 All eSYS Development applications are supported using the eSYS support network. Soon, Frequently Asked Questions and the eSYS knowledge base can be queried to retrieve information about difficulties encountered when using the package.


Operation

Medec allows the user to calculate potential medical impacts across a range of population segments defined by the user. A maximum of four segments can be defined and the following analyses can be undertaken once market segmentation has been undertaken.

Cost Analysis

 Using the cost analysis module, the various costs inflicted by disease can be estimated. Dialog boxes for each segment allow the user to include costs relating to medication, hospital treatment, consultation fees, indirect costs associated with reduced work productivity and also mortality statistics.

Cost Effectiveness

 The cost effectiveness of a novel pharmaceutical or medical technology can be assessed using the Medec cost effectiveness module. Changes in disease cost resulting from adoption of an intervention or novel pharmaceutical are included in dialog boxes relevant to each of the impact segments.

Cost Utility

 The utility of life improvements resulting from the adoption of a novel pharmaceutical or medical technology are included in the cost utility module.
