Ross McLeod has commenced work on the financial costing of Vietnam’s first national Avian Influenza Preparedness and Response Plan, known as the “Red Book.”

Supported by the World Bank and development partners, the plan outlines Vietnam’s multi-sectoral strategy to manage the risks of H5N1 avian influenza. McLeod is focusing on estimating the costs of key components, including disease surveillance, culling, vaccination, emergency response, and public communication.

His financial analysis will inform resource mobilisation strategies and support the government’s efforts to align the plan with available domestic and international funding, ensuring its feasibility and effective implementation
