eSYS Development was engaged to lead the final evaluation of the Pacific HIV and STI Response Fund, which operated from September 2008 to December 2013.

The fund, totaling AUD 28 million from Australia's Department of Foreign Affairs and Trade and NZD 7.5 million from New Zealand's Aid Programme, supported Pacific Island countries in developing and implementing national strategic plans for HIV and sexually transmitted infections.

The evaluation assessed outcomes such as improved prevention, detection, and treatment of HIV and STIs, effective and efficient use of grants by non-government organizations and implementation partners, and the Secretariat of the Pacific Community's development of effective procedures to monitor and account for grant funds
